Marking as a duplicate of bug #2084610, the oldest Confirmed bug for
this upgrader failure. All reports of these two bugs share the same
package version (ubuntu-release-upgrader-core 1:22.04.20) and the same
error string. The the unique trigger here is KDE-era leftover packages
(libphonon4qt5-4, empty Foreign: line, third-party-packages tag still
set)
