Public bug reported:

I have created a drop-in file /etc/default/grub.d/custom with
GRUB_CMDLINE_LINUX_DEFAULT="$GRUB_CMDLINE_LINUX_DEFAULT   delayacct
zswap.compressor=zstd zswap.enabled"

I ran update-grub and rebooted.

I ran cat /proc/cmdline and got 
BOOT_IMAGE=/vmlinuz-7.0.0-13-generic root=UUID=d82849ce-764e-4d70-bc8b-1e5e7d3972b0 ro quiet splash
