Bug description:
  The arm64 archive is migrating from ports.ubuntu.com to
  archive.ubuntu.com (see linked merged request). Unfortunately, cloud-
  init's default configuration still points to ports.ubuntu.com (in
  /etc/cloud/cloud.cfg) with the result that, during first boot, cloud-
  init overwrites the apt configuration pointing it back to
  ports.ubuntu.com
