[Bug 2150168] [NEW] update-motd-updates-available does not search files in /etc/apt/sources.list.d/

Public bug reported:

/usr/lib/update-notifier/update-motd-updates-available searches for
certain files and files in certain directories when deciding if
NEED_UPDATE_CHECK. It searches for /etc/apt/sources.list, but it doesn't
search for files in /etc/apt/sources.list.d/ where sources are specified
nowadays.
