My now-removed customization file for 25.10 is shown at
https://github.com/danielzgtg/linuxenv/blob/a34d8a83e4737e680811c59006b37e4b4d433a17/system/usr/share/X11/xkb/symbols/jp
. Run dpkg-divert, then move the file to the original path.

I need it to enable Japanese Kana input on an American keyboard, by
remapping the Windows key. Now I'm forced to use Japanese Romaji input,
which requires pressing 100%+ more keys. But moving this configuration
below $HOME and getting it to work again is besides the point.

I am most concerned that after dpkg gave up after xkb-data, I got "error
while loading shared libraries" when trying to run `apt`. I had to fix
it manually as described above, but this will brick someone who is less
technical.

Title:
do-release-upgrade to 26.04 fails when customizations present in
  /usr/share/X11/xkb/symbols

Status in ubuntu-release-upgrader package in Ubuntu:
  New
Status in xkeyboard-config package in Ubuntu:

Bug description:
I had previously unsupportedly placed files and dpkg-diversions in
/usr/share/X11/xkb/symbols . While unpacking the xkb-data package, it
complained about not owning the files there and crashed. This left the
system in a state where systemd, dbus, and python3 were half-installed
and broken. Most severely, `apt` stopped working, and showed failures
to load shared libraries. I had to `dpkg -i
/var/cache/apt/archives/something*.deb` to resume the upgrade. Please
prevent do-release-upgrade from starting if there are extra files, and
ask the user to move them to `~/.config/xkb`.
