Bug description:
  Looks like xenial instances will continue to track linux-aws-edge, and
  not switch to linux-aws upon dist upgrade.

  It seems that maybe we should add a quirk to change people from linux-
  aws-edge to linux-aws when doing do-release-upgrade on arm64 from
  xenial to bionic.
