Run `sudo rm -rf /var/lib/apt/lists && sudo mkdir /var/lib/apt/lists &&
sudo apt update`

Bug description:
  Directory permissions for /var/lib/apt/lists are correct:

  drwxr-xr-x 4 root root /var/lib/apt/lists

  Other InRelease files under archive.ubuntu.com are readable.
  However, the file:

  /var/lib/apt/lists/security.ubuntu.com_ubuntu_dists_questing-
  security_InRelease

  is missing or cannot be opened, causing apt/update-manager to fail.
  This suggests a partial or interrupted lists update rather than a
  general permission issue.
