I wonder if maybe it's related to /usr/bin/sshd being diverted?  I saw
this in the logs apport captured:

Preparing to unpack …/19-openssh-server_1%3a10.2p1-2ubuntu3_amd64.deb…
Adding “diversion of /usr/sbin/sshd to /usr/sbin/sshd.session-split by openssh-client”

  Sshd died during 24.04 to 26.04 upgrade

Status in ubuntu-release-upgrader package in Ubuntu:

Bug description:
  I did a do-release-upgrade -d over ssh.

  Both the normal port ssh runs on as well as the backup port in case of a problem died.
  The next morning I used a console to run apt -f install / dpkg --configure -a to finish the upgrade.

  In the end I got it up and running, but I wouldn't expect sshd to die.
