[Bug 2150558] [NEW] Allow SEEDMIRROR to be set locally

Consider adding SEEDMIRROR to the list of environment variables that can
be set locally (such as in ~/.config/livecd-rootfs/build-livefs.conf
instead of only in livecd-rootfs' live-build/auto/config

This is helpful for people wanting to use livecd-rootfs to build
unofficial Ubuntu images where the seed wouldn't be published to
https://ubuntu-archive-team.ubuntu.com/seeds/ (or https://static-
reports.ubuntu.com/seeds/ )
