I hit this same issue with 1.4 board (1.1 boards worked fine).
Workaround that worked for me was adding the following to /etc/flash-
kernel/db:

Machine: Raspberry Pi 4 Model B Rev 1.4
Method: pi
Kernel-Flavors: raspi
DTB-Id: bcm2711-rpi-4-b.dtb
