[Bug 2150644] [NEW] [26/04] apport (ubuntu-bug) will not send crash report

Public bug reported:

I have a crash report in /var/crash:

-rw-r----- 1 root    whoopsie    29806 Apr 23 12:00 _usr_bin_add-apt-
repository.0.crash

when I try sending this with  ubuntu-bug I get the following errors:

$ sudo ubuntu-bug /var/crash/_usr_bin_add-apt-repository.0.crash 
Invalid MIT-MAGIC-COOKIE-1 key
Invalid MIT-MAGIC-COOKIE-1 key
ERROR: This program needs a running display server session. Please see "man apport-cli" for a command line version of Apport.

Perhaps this is because the root user doesn't own the display session.
But it's root, so should be able to regardless of who owns the display
session.

When I try sending this without sudo, I get a "permisson error" popup
and cannot send at all.

So I'm left with a crash file that is impossible to send using apport.
