This defect has been successfully resolved by the official release of
Xubuntu 26.04.

I first evaluated with the absolute default Xubuntu partitioning scheme.
Perfect success.

Then I completely reinstalled using XFS as the root filesystem instead
of EXT4. Also perfect success.

Screenshot of the XSF success attached.

Looks like this defect is successfully resolved. Thank you.

Title:
Xubuntu Resolute locks up installing with default partition scheme
  into VirtualBox VM

Status in ubiquity package in Ubuntu:
  New

Bug description:
Installation of Xubuntu 26.04 beta with default partitioning scheme
into VirtualBox 7.2.6 PUEL license keeps locking up. This has been an
issue since I started testing the Resolute beta releases.

This time I grabbed a screen shot of how far the installer got.... I
had the terminal progress window visible. Also I tar.bzipped the
  target /var/log directory.
