Bug description:
  resolute preinstalled images are using a deprecated format for cloud-
  init data.

  The following warning is shown:

  loggers.py[DEPRECATED]: Deprecated cloud-config provided:
  chpasswd.list:  Deprecated in version 22.2. Use **users** instead.

  It would be nice to change to the up-to-date version before this
  becomes a problem.
