[ Impact ]
* LLVM upstream has released 19.1.7, but our Noble package is still
on 19.1.1
* We have confirmed cases of users affected by bugs that are already
fixed upstream. For example, see: pad.lv/2097731
* The Noble package will now match what's already in later releases.
[ Test Plan ]
* Note that libclang-rt-19 was not built on armhf in the current
Noble package:

* Note that it is built in the PPA where I've tested this package:

[ Where problems could occur ]
* LLVM 19 is used only by a small number of packages, as it's a
universe package that is not the default version.
* Some HWE and RISC-V kernels are built with LLVM 19, which means
kernel updates could reveal bugs in this package.

* The package includes recent changes made by Debian developers in
their packaging.
* This package also includes a small number of changes to packaging
files that do not affect the build itself. This is because as I
take on more maintainance of LLVM, I'm trying to manage the source
code in a single place, with consistent tags and branches. You can
