[Bug 2141701] [NEW] Please remove llvm-toolchain-14 for Resolute

I'd like to drop version 14 of LLVM going into Resolute, to reduce the
maintenance burden for the LTS release. Reverse dependencies are listed
below, but there are some caveats:
- The Intel packages (libigc*) will switch to using a vendored LLVM 14 until they are able to be forward ported.
- The OpenCL packages are just there to support user of LLVM 14, and more recent versions already exist, so dropping those should not be problematic.
- nvidia-cuda-toolkit only lists clang-14 as one option for a C++ compiler, but also supports clang-17 which would remain in the archive.
