[Bug 2141711] [NEW] Please make openjdk-25 default in resolute

Public bug reported:

openjdk-25 is the current LTS release that should be made default in
resolute.

Java packaging ecosystem does not normally provide autopkgtests to block
the migration, so the change is validated through the reverse build
dependency rebuild as the packages run the build time tests[1]
