  Manifest file issues

Status in Ubuntu Image:
  New

Bug description:
  I want to use the tool generate-sbom (https://snapcraft.io/generate-
  sbom) on the image manifest from ubuntu-image, but I stumble on 2
  issues:

  1) The snaps are not listed in the manifests (classic image).

  2) sbom-generate expects a format with tab (like:
  https://releases.ubuntu.com/noble/ubuntu-24.04.3-desktop-
  amd64.manifest) and not spaces.

  Could we align the manifest generation with others so it is supported
  with generate-sbom?
