[Bug 2141941] [NEW] Please add Jitter userspace entropy to the fips provider

Public bug reported:

if a kernel is present tat is ubuntu distributed and fips enabled,
OpenSSL should be configured to run tusing entropy provided by the
kernel. if there is no kernel present that is fips enabled (eg. in a
container), OpenSSL should use entropy provided by the jitter entropy
library.
