Having a look, I'm fairly sure that ubuntu-release-upgrader doesn't
actually use apt-clone at all at the moment - while I think it *will*
use it if installed, it doesn't seem to do anything with it at build-
time and it doesn't specify it as a runtime-dependency.

  The apt-clone package has been removed from Debian (removal bug
  https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1108671).

  ubuntu-release-upgrader Build-Depends on apt-clone; someone needs to
  evaluate this dependency and either drop it or adopt apt-clone
  maintenance.
