Cannot add PPA: This PPA does not support noble

This is not a bug with apt. It is an issue with the PPA. It has not been
updated in years, so the Ubuntu version is newer than anything in there.
You probably  want something like this instead:
https://launchpad.net/~ubuntuhandbook1/+archive/ubuntu/handbrake
