Bug description:
openjdk-25 is the current LTS release that should be made default in
resolute.
Java packaging ecosystem does not normally provide autopkgtests to
block the migration, so the change is validated through the reverse
build dependency rebuild as the packages run the build time tests[1].
Outstanding Java 25 issues[2] - there are 15 more packages that fail
to build due to Java 25 update.
