[Bug 2142900] [NEW] env: signal flags do not understand RTMIN+n notation

Simple reproducer:

root at r:~# env --block-signal=RTMIN+7
env: 'RTMIN+7': invalid signal
root at r:~# env --version
uu_env (uutils coreutils) 0.6.0

The GNU coreutils env implementation handles this fine.
