Bug description:
  Problem Scenario: A bare-metal instance running on Alibaba Cloud ECS was rebooted. After one particular boot, I noticed via systemctl list-jobs that the following service was still active:
  fwupd-refresh.service

  My investigation details are in the attached log.txt.

  The network connectivity is fine. It appears that the download of
  /var/lib/fwupd/metadata/lvfs/metadata.xml.zst started but got stuck
  halfway through.
