  Fix Released

Bug description:
  Hello,
  this is a extension of the configuration reading. Currently only the config file present at /etc/update-manager/release-upgrades is read and parsed by do-release-upgrade. This requires workarounds when disabling this setting for e.g. oem-images which are not as clean as installing a config file for disabling this.

  This change extends the reading to all *.cfg files present in
  /etc/update-manager/release-upgrades.d . The existing unit-tests have
  been extended for this new functionality. None of the existing tests
  have been modified.
