[Bug 2143003] [NEW] VLC installed via apt interfrace prefrences are bad and should be fixed

In the VLC main interface preferences you have a box checked that by
default makes the window non resizeable. this is a point of frustration
for users with multi monitor setups where the monitors are not identical
in size and aspect ratio. Recommend unchecking the box in preferences >
advanced > Main interface > > QT > Reize interface to video size: This
is for sure an apt problem as I installed this application on another
system via a different package manager and guess what, the windows was
re-sizable by default. Thank you for your attention to this matter.
