As of now, it seems that upstream would not plan on allowing setting it
to "global" in that case:

According to the README, the option is statically set to `tty`.

  Although still mentioned obliquely in the man page, "timestamp_type"
  appears to be unsupported:

  /etc/sudoers.d/local:18:13: unknown setting: 'timestamp_type'
  Defaults    timestamp_type=global
              ^~~~~~~~~~~~~~
