That's correct; you need to use

    apt install ./Downloads/rustdesk-1.4.5-x86_64.deb

dpkg is a low-level tool that is not aware of any repositories or apt.

  Dpkg doesnt resolve dependencies
  Qapt doesnt work- Status: Error: Cannot satisfy dependencies
  so i use
  udo dpkg -i Downloads/rustdesk-1.4.5-x86_64.deb 
  [sudo] password for kng: 
  Selecting previously unselected package rustdesk.
