[Bug 2143240] [NEW] Missing AppStream metadata

Public bug reported:

The apport-gtk package does not seem to have any *.metainfo file, but
that should not be a problem since the metadata should be generated from
its desktop/icon files. However, this does not seem to happen for some
reason and its AppStream metadata are completely missing:

Because of this, the apport-gtk package is not user uninstallable via
GUI (or installable on systems where it is missing).
