s390x z/VM or LPAR installs still have initramfs-tools installed. A test
revealed that multipath-tools-boot and cryptsetup-initramfs both have
initramfs-tools as first option. We should change both to pull in dracut
as default.

Bug description:
  Dracut is the new default initrd generator in Ubuntu (see #2121920 or
  https://discourse.ubuntu.com/t/spec-switch-to-dracut/54776 for
  example).

  So please change recommending "initramfs-tools | linux-initramfs-tool"
  to "dracut | linux-initramfs-tool".
