While this change targets noble due to the nature of the release
upgrader, this is effectively a jammy hardware enablement change.

Given the technical board position and recent discussions at the
technical board meetings, hardware enablements in releases other than
the latest LTS are certainly out of scope.

Therefore this change is sadly not acceptable.

Noble needs to be fixed for Nvidia Tegra Orin boards before the release
of resolute next month.

Bug description:
  [ Impact ]

   * The currently released jammy image can not be upgraded to noble
     until nvidia provides support. Doing so will end up with a broken
     system and thus should be prevented.

   * In order to prevent this, block the upgrade from jammy on the
     impacted systems in ubuntu update-manager

  [ Test Plan ]

   * install jammy on a Jetson Orin system

   * launch do-release-upgrade: it should not list noble as a proposed
  upgrade (see real output in the comment down below)

  [ Where problems could occur ]

   * The blocking could affect other systems if the blocking is poorly
  implemented.

   * The blocking need to be disabled in a future update once upgrading is allowed,
     it thus must not prevent update-manager from being upgraded.

  [ Other Info ]

   * The do-release-upgrade system downloads the latest upgrader from Noble, so
  implementing a blocking on Jammy requires doing the change in Noble.
