A couple of further notes on wording:
I suggest sticking to statements of fact known to be true at the moment,
rather than anticipating the future. "until NVIDIA offers support for
these newer kernels on Orin-class hardware" sets user expectations that
may not come to pass in Ubuntu.
"NVIDIA does not provide support for running a distribution other than
Jammy on Tegra Orin yet" also makes an implicit commitment, and even
becomes an incorrect statement as soon as they do and prior to Ubuntu
supporting it, if at all.
For messaging inside the Ubuntu archive, it's best just to say "not
supported on Ubuntu" I think.

Title:
[SRU] Block do-release-upgrade from Tegra Orin
Status in ubuntu-release-upgrader package in Ubuntu:
Won't Fix
Bug description:
[ Impact ]
* The currently released jammy image can not be upgraded to noble
until nvidia provides support. Doing so will end up with a broken
system and thus should be prevented.
* In order to prevent this, block the upgrade from jammy on the
impacted systems in ubuntu update-manager
[ Test Plan ]
* install jammy on a Jetson Orin system
* launch do-release-upgrade: it should not list noble as a proposed
upgrade (see real output in the comment down below)
[ Where problems could occur ]
* The blocking could affect other systems if the blocking is poorly
implemented.
* The blocking need to be disabled in a future update once upgrading is allowed,
it thus must not prevent update-manager from being upgraded.
[ Other Info ]
* The do-release-upgrade system downloads the latest upgrader from Noble, so
implementing a blocking on Jammy requires doing the change in Noble.
