I've filed a bug against upstream, should they want to address this

There are already test skips on static binaries (the detection is broken
by symlinks, but still), so it's obvious it can't work for all cases,
let alone the rust reimplementation.

Bug description:
  zzuf FTBFS during its test suite when built using Rust coreutils

  Presumably, it comes from the fact that the Rust coreutils don't go
  through libc for some of their syscalls.

  The rustix crate is probably the one to blame.
