Thank you for your remarks, an updated patch is pending.
Regarding the situation: we never announced any support for Tegra on Noble, we announced Jammy on Tegra Orin last year actually. We are about to announce support for Tegra Thor on Noble, but this may gives user false beliefs regarding support for Tegra Orin on Noble: this support is blocked by Nvidia, we are actively working with them to get this working, but this will likely not be before the end of year.
NVIDIA publicly announced their plan to support Tegra Orin on their noble-derivative distribution, so there is little speculation in the sentence I wrote. I will still seek for a better wording.

Bug description:
[ Impact ]
* The currently released jammy image can not be upgraded to noble
until nvidia provides support. Doing so will end up with a broken
system and thus should be prevented.
* In order to prevent this, block the upgrade from jammy on the
impacted systems in ubuntu update-manager
[ Test Plan ]
* install jammy on a Jetson Orin system
* launch do-release-upgrade: it should not list noble as a proposed
upgrade (see real output in the comment down below)
[ Where problems could occur ]
* The blocking could affect other systems if the blocking is poorly
implemented.
* The blocking need to be disabled in a future update once upgrading is allowed,
it thus must not prevent update-manager from being upgraded.
[ Other Info ]
* The do-release-upgrade system downloads the latest upgrader from Noble, so
implementing a blocking on Jammy requires doing the change in Noble.
