* Chose initramfs-tools to satisfy linux-image-unsigned-7.0.0-7-generic

So the linux package should change recommending "initramfs-tools |
linux-initramfs-tool" to "dracut | linux-initramfs-tool" as well.

Bug description:
  Dracut is the new default initrd generator in Ubuntu (see #2121920 or
  https://discourse.ubuntu.com/t/spec-switch-to-dracut/54776 for
  example).

  So please change recommending "initramfs-tools | linux-initramfs-tool"
  to "dracut | linux-initramfs-tool".
