  Raspberry pi 3 gets Rpi4 EEPROM error

Status in ubuntu-release-upgrader package in Ubuntu:
  New

Bug description:
  When trying to upgrade a Raspberry Pi 3 to Ubuntu 26.04, I get the
  EEPROM upgrade error introduced due to
  https://launchpad.net/bugs/2130734. However, this error message is
  specifically for Raspberry Pi 4 and should not affect the Raspberry Pi
  3.

  It appears the _test_and_fail_on_pi4_old_eeprom method is not
  excluding device trees for Raspberry Pi versions that don't have boot
  EEPROM. In my case, /proc/device-tree/compatible says:

  raspberrypi,3-model-bbrcm,bcm2837
