In rust-coreutils on ppc64, I am suddenly getting "speed 15 baud":

$ stty -F /dev/tty
speed 15 baud; line = 0;
-brkint ixon -imaxbel iutf8

where previously it was reporting the same as:

$ gnustty -F /dev/tty
speed 38400 baud; line = 0;
-brkint -imaxbel iutf8
