[Bug 2146463] [NEW] Booting in Emergency Mode

Public bug reported:

Picture says a 1000 words. Please see pic attached as this is what I get
upon boot-up and not sure why. I keep hitting ENTER, then type EXIT at
the prompt. Sometimes it works and boots up, sometimes not - so I repeat
until it does.

Don't know what pkg it would be. May not be a bug! I'm not a programmer.
Just something I've been putting up with for about a year. What can I do
before upgrading to next version?
