Public bug reported:

I see from https://bugs.launchpad.net/ubuntu/+source/rabbitmq-
server/+bug/2146490 that the archive is using ‘Phased-Update-Percentage:
0’ to try to prevent installation of certain known-faulty updates.
However, due to an off-by-one error in the implementation of Phased-
Update-Percentage, such a package is still installed with probability
1/101:
