[Bug 2146540] [NEW] add loongarch64 OVMF build back to resolute

Public bug reported:

For resolute, the loongarch64 build has been removed alongside with arm and ia32
The rationale of loongarch64 removal is because we do not provide Ubuntu packages for this architecture.

However, I think this is a wrong decision because loongarch64 support is active in the community
(recent architecture) in contrary to ia32 and arm.

EDK2 support for loongarch64 is also active. EDK2 upstream only
deprecates arm and ia32.

We should bring back the build for loongarch64
