verify snapd recovery key through prompt on updates affecting FDE.

As part of
https://bugs.launchpad.net/ubuntu/+source/fwupd/+bug/2143688 there was
a question raised:

contains all required patches?
The answer is yes 2.1.1 has all the patches needed.
> Do you think it is better to bump the version for resolute?
Given the timing (we're in beta freeze) I am unsure if this is
something we should do. Marco mentioned:
> Sure, but given that we're still in time to request a FFe for
resolute, it would be likely something more future-proof (for an LTS),
no?
So I'm opening up this bug for release team to make a decision.
Here are the new features from upstream relative to what is in
resolute right now.

Independently of the decision for resolute I'll get debian unstable
updated, and we can stage on a PPA for testing as well.
