The App Center is also displaying tofu, too. I think maybe its for the
same reason.

  * ISO: ubuntu-26.04-beta-desktop-arm64.iso (2026-03-26)
  * Step: Boot into installer, try to select Chinese or Japanese
  * Expected: Normal text
  * Actual: All characters are tofu/boxes
  * Note: English locale works fine.
