The root cause has been identified, and a fix is pending in the upstream
Flutter engine.​ Once Pull Request
https://github.com/flutter/flutter/pull/180235 is merged, it will enable
fontconfig support for ARM64 Linux desktop builds, which is expected to
resolve the CJK font rendering issue (tofu) in applications like Ubuntu
App Center and the Ubuntu installer.

  * ISO: ubuntu-26.04-beta-desktop-arm64.iso (2026-03-26)
  * Step: Boot into installer, try to select Chinese or Japanese
  * Expected: Normal text
  * Actual: All characters are tofu/boxes
  * Note: English locale works fine.
