Bug description:
  Upstream bug: https://github.com/uutils/coreutils/issues/11151

  Simple reproducer:

  root at r:~# env --block-signal=RTMIN+7
  env: 'RTMIN+7': invalid signal
  root at r:~# env --version
  uu_env (uutils coreutils) 0.6.0

  The GNU coreutils env implementation handles this fine.
