Since dpkg 1.23.6 introduced this change, changing this check to 1.23.6~
will solve it (which I can merge in Debian).

  devscripts ftbfs from source in resolute, apparently blocking dpkg
  1.13.x from migrating to the release pocket (that's the reason for the
  high priority).
