Given this is an older revision of the Pi 4, could you confirm this
isn't another duplicate of LP: #2130734 ? If this is still an issue,
please run "rpi-eeprom-update" and attach the output here (the EEPROM
date must be 2022-11-25 or later for the A/B boot mechanism to operate).
