Seems like I faced with the same issue

BIOS Configuration at Time of Testing
- Secure Boot: Disabled

ISOs Tested
1. ubuntu-26.04-live-server-arm64.iso (standard)
2. resolute-desktop-arm64+x1e.iso (Ubuntu Concept image)
Both flashed using balenaEtcher on macOS to a USB drive,
booted via F12 boot menu in UEFI mode.
Behaviour
With both ISOs, the system shows the GRUB menu normally.
After selecting "Try or Install Ubuntu", GRUB displays
"Booting a command list" briefly with no error messages,
then the system instantly restarts. The installer never
reaches any visible stage.
GRUB Parameters Attempted
The following parameters were added to the linux line
in GRUB without success:
- nomodeset
- efi=noruntime
- nomodeset efi=noruntime (combined)
None of these prevented the instant reboot.
This device is a mini PC form factor (not a laptop),
which may explain why the X1E Concept image also fails —
the image appears primarily targeted at laptop form
factor devices. The X1-26-100 is the "purwa" SoC family.
A developer on this bug tracker (comment #2136311) confirmed
Linux can boot on this hardware using mainline kernel +
x1p42100-crd.dts device tree, suggesting the issue is
a missing device-specific DTB in the installer, not a
fundamental hardware incompatibility.

Bug description:
Add support for Lenovo IdeaCentre Mini x Gen 10 Snapdragon.
I updated Windows and installed all software updates available from
Windows Update, then attempted to install with the plucky x1e image as
well as the customized image by user glathe, but I'm unable to start
the Ubuntu installer.
Error message:
pe.c:3720pe_locate_sections: HWID watching failed, no DT blob will be selected:
Not found
The customized image displays a few more lines text, but ultimately
reboots and starts Windows instead of the Ubuntu installer.
