Looks like the sync now happened and the issue is resolved (the updated
libssl3t64-dbgsym package is in noble-updates on ddebs).

Bug description:
  This is basically the same issue as #2079970 but now with noble and a
  mismatch between libssl3t64 3.0.13-0ubuntu3.9 in noble-security and a
  hard dependency of libssl3t64-dbgsym in ddebs on libssl3t64
  3.0.13-0ubuntu3.

  As seen previously, libssl3t64-dbgsym 3.0.13-0ubuntu3.9 has apparently
  been built
  (https://launchpad.net/ubuntu/noble/amd64/libssl3t64-dbgsym/3.0.13-0ubuntu3.9),
  but it seems it hasn't been distributed on ddebs.ubuntu.com.
