Public bug reported:
Despite mentioning that the lock screen is being disabled, it's actually
still possible to trigger it at least manually in GNOME
do-release-upgrader
Should lockdown the lock screen in GNOME and other DE's using gsettings
lockdown, otherwise we may end up in situation where the user gets
locked out and cannot login again (as the underneath auth system may be
yet unavilable or misconfigured)
