  do-release-upgrader announces that the lock screen will be disabled
  during upgrade but is not

Status in ubuntu-release-upgrader package in Ubuntu:
  In Progress

Bug description:
  Despite mentioning that the lock screen is being disabled, it's
  actually still possible to trigger it, at least manually (super + L or
  from system menu), in GNOME

  do-release-upgrader should lockdown the lock screen in GNOME and other
  DE's using gsettings lockdown, otherwise we may end up in situation
  where the user gets locked out and cannot login again (as the
  underneath auth system may be yet unavilable or misconfigured)
