Hi there! Thanks for the bug report. I can reproduce your bug by
installing kubuntu-desktop and budgie-desktop on a fresh Questing
install.

These seem to be conflicting each other on the upgrade to Resolute and I
would recommend that you remove one of them (i.e. budgie-desktop) and
autoremove its dependencies like so:

$ sudo apt remove budgie-desktop
$ sudo apt autoremove
